the Wayne County Art Institute Authority (WCAIA) has been collecting around $10M per year for the DIA from the arts millage (which has been in place since 2012), and no one's sure how the money's being spent.
As is typical of these "authorities" that handle public resources now, minimal checks and balances are in place to ensure that the citizens of Wayne County receive appropriate value from this funding. According to researcher Steve Panton, the current service agreement (which was written by the DIA’s lawyers) only accounts for approximately 5% of the funding, leaving the remainder spent entirely at the DIA’s discretion.
This, after the "Grand Bargain" stole Detroit retirees' pensions during the "municipal bankruptcy," to purportedly save the DIA's art from being sold off. Retirees have still never been made whole for this gambit they were forced into.
